It is recommended that the press and public be excluded from the meeting for the following item of business on the grounds that it may involve the likely disclosure of exempt information as defined in paragraph 3 of Part 1 of Schedule 12A of the Local Government Act 1972.

| 4.0 | Call-In Request: (i) Telford Town Centre -Civic Offices (ii) Telford Town Centre |

To consider a valid Call-In request received following the decisions taken by the Cabinet at its meeting on 12th January, 2010 to:
(i) Telford Town Centre – Civic Offices
(a) that the new Civic Offices be located in Southwater and that they are delivered through the Council retaining freehold title;
(b) that the Head of Property & Design, after consultation with the Chair of the Project Board, be granted delegated authority to determine the exact location and eventual size and configuration of the Civic Offices within Southwater, within the parameters set out in the report, and enter into all contracts to facilitate its delivery in accordance with the Contract Procedure Rules.
(ii) Telford Town Centre
That the establishment of a Project Board, Reporting and Governance Structure for the delivery of Southwater Regeneration be approved, and that delegated authority be given to the Head of Property & Design to approve the constitution and terms of reference of that Board;
A copy of the Call-In Request Form is attached together with a copy of the revised Form following the informal meeting held in accordance with paragraph 2.7 of the Member Call-In Protocol
The reports of the Head of Property & Design as considered by Cabinet on 12th January 2010 are attached.
A copy of the Procedure to be Followed at Call-In Meetings is attached for Members’ information. For the purposes of this meeting the Lead Call-In Member is Councillor C.F. Smith and the Lead Cabinet Member is Councillor E.J. Carter (Housing, Regeneration & Prosperity)
