The Leader will pay tribute to the achievements of Police Sergeant Louis Hylton, based at Madeley Police Station, who has recently been awarded an M.B.E. for services to Policing and the Community.

The Leader of the Council may give an oral report on matters of significance to the Borough or comment upon the Cabinet decisions.
8.0 Cabinet Decisions made since the last Meeting of the Council
To receive the report on the Cabinet decisions made since the last meeting of the Council on 3rd March 2011. Cabinet Members may speak on these decisions and Members may ask questions of the relevant Cabinet Member for the purposes of clarification only. Members are asked to note the additional delegations to officers granted at those meetings.

9.0 Recommendations from Cabinet - 22nd March 2011
RECOMMENDED - that the final Local Transport Plan 3 (LTP) be approved as part of the Council's Policy Framework. Paper copies of this document have not been circulated, a copy of the final Plan is available in the Members Library and an electronic link to the document will shortly be circulated to Members.

Council constitution Committee - 15th June 2011 (a) The minutes of the meeting of the Council Constitution Committee held on 15th June 2011 contain reccommendations to fully constitute the Scrutiny Committees established at Annual Council. A copy of the report of the Head of Governance is attached at Appendix F. Changes to the Constitution to reflect Scrutiny Arrangements RESOLVED - To RECOMMEND that Council grants approval of the changes to the Constitution proposed in Appendix 1
