For the Advisory Body to agree terms of reference:-
(a) To work to commission an independent organisation, the Commissioning Body, who will draft a Final Commission and use that to appoint an Independent Chair who will establish an Independent Inquiry. (b) To monitor progress against an agreed project plan in respect of the same. |
